Juliet Fox has been forced to move house after being accused of staging a road accident to make it appear her boyfriend was run over by vulnerable Malverton White.

The 53-year-old company manager had been locked in a “childish” six-year parking feud before allegedly concocting the bizarre scheme.

It is claimed she roped her partner into the plan to provide “corrupt evidence” to the housing association against target Mr White, who lived next door.

Fox’s boyfriend can be seen in Ring doorbell footage going behind the disabled victim’s Mercedes convertible as it was reversing into a parking space.

He is then seen falling to the ground in dramatic fashion screaming: “I have been run over!”

Cops called to the scene in a cul-de-sac in Lockfields, Runcorn, Cheshire, concluded the incident was faked by Fox after seeing the clip.

She was seen running an out of her house, shouting “oh my God, what have you done? Are you joking?” as he lay on the floor pleading three times for an ambulance to be called.

Mr White, 57, was seen filming the bungling pair with his mobile phone.

Fox subsequently sent “edited” footage of the incident to Halton Council which lets out the properties, allegedly to smear Mr White.

It emerged the neighbours had been loggerheads since 2018 with Mr White accusing Fox of blocking him in on their shared driveway, whilst she accused him of repeatedly swearing at her.


In one instance, Fox was accused of deliberately blocking Mr White’s car with her Peugeot sports car for six minutes whilst she spoke to a Tesco delivery driver.

In another example, she was also said to have lifted paving slabs in the communal area, preventing her neighbour from accessing it on his mobility scooter.

Police tried to persuade the pair to come to a truce but eventually compiled a neighbourhood dispute report recommending one of them be “relocated” due to the fact the pair would never “live in harmony” alongside each other.

Fox, who works as a documents manager for a highways company, moved to another property five miles away after Halton Housing tried to evict her.

Details of the bizarre case emerged at Warrington Magistrates’ Court where JPs acquitted Fox of harassment and dismissed the feud as “six of one half a dozen of the other”.

Her boyfriend was not charged with any offence.

The so-called ‘Battle of Lockfields’ began three years after Mr White moved into his terraced-semi in 2015.

He told the hearing: “It is just her continuing to cause problems. It’s constant and there is no leeway.

“She continued this for several amount of years. Every day we have tried to just be normal she just keeps feeding the situation.”

In one encounter mobile phone footage showed Mr White giving a running commentary in his car as Fox’s white Peugeot RCZ appeared to be waiting for him to exit so she can park in his space.

She then got out of her car to speak to a Tesco delivery driver whilst her boyfriend was seen filming Mr White in his car.

A neighbour eventually intervened after a six minute stand-off.

In his commentary, Mr White, a former HGV driver, said: “I am trying to go but you can see she is engaged in reverse.

“I am stuck here now because they won’t move the car. I am just trying to move forward.

“What she was saying to the Tesco driver, she wanted his number, whatever footage he had.

“I would say she tried to get him on side. This is a person that assaulted me.

“This is a person who has been causing me most stress due to hate crime. All she has to do is move forward.”

Mr White also claimed that Fox extended a garden area outside her property which hindered his access to the communal gate.

In one incident he had gone out in his scooter via the back gate leaving it unlocked, and when he returned it had been bolted and locked from the inside.

Mr White showed photos showing Fox’s car parked diagonally across two places stopping him parking in the bay.

When asked about the “staged accident” he said he had been reversing his car out to get his mobility scooter when the vehicle was in collision with her boyfriend.

He told the court: “For you to understand that they would go to that length to get me done by the police, that is the worst point of how I live.

“I just felt distraught.”

The court heard Fox accepted a police caution in 2021 for assault after a dust-up with Mr White on the driveway.

She said she and her boyfriend took mobile phone footage to “protect themselves” and said of Mr White: “He is being awkward with us.

“He has visited us, shouting at the camera, swear words, and expletives. At no time have I been to his front door but [he] is at our front door.”

She denied extending her driveway and said gravel she had put down had replaced a number of bushes.

She insisted she had parked in her space for eight years until Mr White started parking in the same spot from November of last year.

She produced a video clip showing Mr White walking unaided to his front door but pointing to her Ring doorbell camera and giving two fingered salutes.

When quizzed about the “staged accident”, she told the court: “We actually thought he had gone and my partner went outside.

“I could hear screams and I literally thought he had been stabbed, as we have had this much fighting.

“I ran out. I was in a bit of shock. I remember thinking, there was no blood. Why such a big scream? Has he injured something? He said ‘Call an ambulance’.

“About two or three times he said ‘call an ambulance’, so I ran in.”

When shown the footage in court, Fox added: “My partner does look ridiculous falling and when the police left I said ‘it is overacting’.

“But he said ‘Jules, it was my knee. I would not lie. Do you think I would waste their time and my own? I have got better things to do.’”

She continued: “How would we know he was going to reverse if we thought he had left?

“I did not understand when they said ‘you have staged it’, but when I saw the video you can see why.”

Fox stressed that whilst she called for an ambulance she didn’t call the police.

Is it illegal to park across someone’s driveway?

Although it might feel like it should be, someone blocking your driveway it is not technically illegal.

They are committing a parking offence, however, if their wheel is over the dropped kerb.

There are two types of dropped kerbs: those for pedestrians, especially those with buggies or in wheelchairs, and those for drivers to access driveways.

Vehicles parked across dropped kerbs can be ticketed, even if they’re not fully blocking it, but parking very close to a dropped kerb or directly opposite it isn’t illegal, even if it restricts access.

In the rare case someone is blocking your driveway and will not leave, you should call the local council as it is a civil matter, it is not a police case. 

The police could become involved if the car is causing an obstruction in the road.

According to the Highway Code, a car cannot cause an obstruction to the road but this does not include obstructing access to private land. 

Also, a strange legal loophole means anyone can park on your driveway – and there’s not much you can do about it.

There have been a number of cases in the UK where homeowners have been stuck with a stranger’s car on their driveway, only to be told neither police nor local authorities have the power to move it.

In the instance of a stranger parking on your driveway, an issue arises where the line between criminal and civil law is blurred.

If a car is parked on a public road and it’s blocking your driveway, local authorities certainly have the power to issue a fine.

But once the car moves on to your drive, it’s technically on private property – and local councils have no jurisdiction.

Councils are required to remove abandoned cars from both public and private property, but if the motor in question is taxed, insured, has a valid MOT and isn’t in a dangerous condition, they are unlikely to touch it on private land.

Police will acknowledge the car is technically trespassing, but they will classify it as a civil offence, dropping it far down their priority list and meaning you would need an eviction notice from the courts.

She added: “When police came we were getting blamed for calling ambulance, police and everyone.

“I said ‘we did not call the police’ but they said, ‘do not do it again in future’.

“I said ‘I did not. We did not fix anything. We did not stage anything’.”

“I think it’s important to know in every incident it has not been me at his door, I have not gone to his front door if there’s a row. He had this fixation on us.”

She continued: “I have not harassed this man. We work too many hours. I am diligent, I get my work done, properly, even if going to the toilet for five minutes I worry Teams might be calling. I am not going to be spending time playing games.”

Neighbourhood PC Jessica Wilkinson said: “I first became aware of the issues with Mr White and Miss Fox in 2022.

“They have ongoing issues from 2018. There have been numerous issues from either party, reports of anti social behaviour and low level harassment.

“Following a few visits with Mr White to resolve the issue, Mr White made it clear that he did not want me to resolve the issues and chose to contact Cheshire Police.

“Between April 24, 2022, and November 25, 2023, there have been a total of 11 incidents reported to Cheshire Police by both Mr White and Miss Fox and her partner, all alleging they are the aggrieved parties of some sort of anti-social behaviour, harassment or assault.

“On November 25, I was made aware of an incident due to a 999 call from Miss Fox stating her partner had been run over.

“On arriving at the scene it was immediately noted that there was no serious collision or seriously injured parties.

“Miss Fox gave me the mobile phone to view the footage and I watched Mr White drive out of the car parking space.

“Miss Fox’s partner goes directly behind him with hands and arms crossed to prevent him reversing back. He appears to make very little contact.

“It shows he makes a very theatrical fall and shouts. Miss Fox can be seen walking straight out asking what had happened. It is completely staged.

“By Miss Fox sending the edited footage it comes across as calculated and manipulating the situation to make it something more than it is.

“She was spoken to and strong words were given to them both about making false reports to police and calling for an ambulance when there is no emergency.

“I expressed my opinion that both parties were trying to cause issues but she did not like that.

“She started shouting and screaming and asked that I did not return to the address again.

“In my professional opinion both Mr White and Miss Fox cannot live in harmony with each other.

“There are constant calls to police creating a high demand on the police force. Ultimately, to resolve the issues one party needs to be relocated.”

In throwing out the case, JP Michael Danaher said: “PC Wilkinson tried to do her job to the best of her ability but some of the parties tried to engage with a more senior officer.

“Effectively, it was six of one and half a dozen of the other. Some of it was very childish.”
