Jacksonville pedestrian dies in fatal car crash; no charges filed

JACKSONVILLE, N.C. (WNCT) — Law enforcement officers with the Jacksonville Police Department responded to the scene of a fatal crash on September 30.

At 9:20 pm a Chevy Cruze driven by 26-year-old Carissa Robin Swan hit a pedestrian that was crossing US 17. The pedestrian, 60-year-old Jacksonville resident Raymond Hemeon, was wearing dark clothing and reportedly failed to yield to the right of way of the car. Hemeon was taken to the Naval Medical Center at Camp Lejeune for treatment where he would later succumb to his injuries.

“This was a tragic accident, and we extend our condolences to the family of the deceased” states Lieutenant Phillip Williams, JPD Field Operations Supervisor. “It is our duty as both pedestrians and drivers to be vigilant on the roads. If you plan on walking, especially at night, please use designated crosswalks and cross at major intersections that are well lit. Reflective clothing or the use of a flashlight helps to be seen as a pedestrian.”

No charges will be filed and the investigation is closed.
