Pedestrian, dog killed in Florissant hit-and-run crash; suspect wanted

FLORISSANT, Mo. – A pedestrian and a dog were killed Saturday morning in a hit-and-run crash in Florissant.

The Florissant Police Department has identified the victim as 62-year-old Rick Alsept.

The collision happened around 7 a.m. Saturday. Officers responded to the 400 block of Waterford Drive for a report of a pedestrian hit by a vehicle that left the scene.

When officers arrived to the scene they found a 62-year-old man laying in the roadway. A deceased dog, believed to belong to the victim, was also found nearby.

Surveillance video from a neighbor’s camera shows the man was catapaulted at least eight feet into the air and thrown at least 50 feet. The driver is seen speeding off northbound on Waterford Drive.

First responders closed surrounding streets Saturday morning as they began their investigation. The posted speed limit on this section of Waterford is 25 miles per hour. McCluer North High School is less than a quarter mile away from the crash site.

Neighbors tell FOX 2 that Waterford Road is quite busy and drivers are known to speed down it.

“A lot of people walk their dogs down this street,” said neighbor Alan Ramsey.

“They’re not doing 30 miles per hour. They go by way faster,” said another neighbor, speaking on the condition of anonymity.

Neighbors remember Alsepp as being kind and friendly.

“He was such a good person. He did not deserve any of that,” said Ramsey. “He would walk past everyday. He’d pick up trash. He was a real neighborhood type of person.”
